COVID-19 Response Underlines the Need for Portable Social Protection Programs | pmassetti | Center For Global Development (05.06.2020) The COVID-19 pandemic has underlined the need for a universal and portable social protection system that can uniquely verify people and deliver benefits efficiently and at scale. With few exceptions, most developing countries have a patchwork of social assistance programs that are targeted and delivered to its beneficiaries. In most cases, the programs are not portable, meaning those who live and work in a place other than where they are registered—like many who have migrated domestically for work—are unable to access benefits. As a result, strict lockdowns enforced to contain the spread of the coronavirus have resulted in distress and tragedy at a scale rarely seen before, especially for urban migrants. This has led to calls for a better, more flexible system of social transfers that can quickly identify and deliver relief to those who fall through the cracks, including the ‘new poor’ who have lost their livelihood as a result to the pandemic response. |

Este asistente permite mantener conversaciones y ofrecer respuestas con información oficial y de confianza en materia de Seguridad Social. This costs 4.3 billion euros. - The government stabilises the social security system, which includes public health care and unemployment aid, with a cash injection of 5.3 billion euros in 2020 and additional funds in 2021. This helps both companies and employees by keeping their social contributions below the 40% threshold of income.

As is often the case, the most vulnerable segments of society, especially those living in extreme poverty, are being hit the hardest. This article identifies strategies and specific responses designed to achieve three goals: (1) reduce epidemiological risks to save lives; (2) protect livelihoods; and (3) ensure human capital accumulation. Epidemiological externalities as well as humanitarian concerns demand universal social inclusion. In order to protect the health and lives, livelihoods, and the human capital of the poor and vulnerable, it will be essential to, first, implement targeted and decisive interventions at the local level that go beyond transferring cash; second, allocate adequate amounts of resources to fund income support and these other key interventions; and, third, rely on local actors and grassroots organizations for the interventions to be effective. |
