Three challenges of social protection in sub‐Saharan Africa: informality, climate change and pandemics

International Journal of Social Welfare (2025) This article provides an overview of social protection challenges in sub-Saharan Africa. It explores three main challenges: the integration of informal workers, the management of climate change and pandemics. Despite the proliferation of social protection programmes in sub-Saharan Africa, effective coverage remains low. About 76.3% of the population is not covered by any formal social protection mechanisms. Following the principle of qualitative comparative analysis, this article offers a twofold contribution.

worldbank.org (07.10.2024) Internal migration. characterized by the movement of people within national borders, is a significant and growing phenomenon, with an estimated 763 million internal migrants globally as of 2013, and 71.1 million internally displaced persons (IDPs) by the end of 2022. These numbers will continue to increase due to factors such as urbanization and climate change. Estimates suggest that by 2045, the number of people living in cities worldwide will increase 1.5 times, to 6 billion (World Bank, 2019).

EU takes Germany and Italy to court over migrant worker ‘discrimination’

politico.eu (25.07.2024) The European Commission said Thursday it is taking legal action against Germany and Italy, accusing both countries of discriminating against EU migrants regarding social security. In 2018 and 2022, respectively, the German state of Bavaria and Italy passed laws reducing the amount of family benefits paid to mobile workers — a term referring to EU nationals working in a country where they are not citizens. As a result, the Commission referred Italy and Germany to the European Court of Justice (ECJ), calling the schemes “discrimination.”

Such a large share implies a need to better understand the current state of social protection coverage for migrant workers, and the factors that determine the level of coverage afforded to them.
