ESCAP (14.12.2023) The report compiles existing policy tools and and good practices adopted by Governments in Asia and the Pacific and Latin America and the Caribbean on formalizing informal employment in the formal sector. To provide a framework for understanding the full range of good practices on formalizing the employment of informal workers in the formal sector, the report sets out the integrated strategic policy approach outlined by ILO Recommendation No. 204 on facilitating the transition to formality.

Oxfam: The inequality virus report

Oxfam (Feb 2021)  The report shows that COVID-19 has the potential to increase economic inequality in almost every country at once, the first time this has happened since records began over a century ago. Rising inequality means it could take at least 14 times longer for the number of people living in poverty to return to pre-pandemic levels than it took for the fortunes of the top 1,000, mostly White male, billionaires to bounce back.

Canada: Canada Emergency Wage Subsidy extended

Temporary Basic Income (TBI)

UNDP (23.07.2020) This paper provides estimates for a Temporary Basic Income (TBI), a minimum guaranteed income above the poverty line, for vulnerable people in 132 developing countries. A TBI amounts to between 0.27 and 0.63 per cent of their combined GDPs, depending on the policy choice: i. top-ups on existing average incomes in each country up to a vulnerability threshold; ii. lump-sum transfers that are sensitive to cross-country differences in the median standard of living; or, iii. lump-sum transfers that are uniform regardless of the country where people live.

Covid-19 and social protection of poor and vulnerable groups in Latin America: a conceptual framework

As is often the case, the most vulnerable segments of society, especially those living in extreme poverty, are being hit the hardest. This article identifies strategies and specific responses designed to achieve three goals: (1) reduce epidemiological risks to save lives; (2) protect livelihoods; and (3) ensure human capital accumulation. Epidemiological externalities as well as humanitarian concerns demand universal social inclusion.
