Egypt’s experience bridging cash transfers and an economic inclusion program for sustainable social protection

IFPRI (18.12.2024) Egypt’s experience is a case in point. The country’s Takaful cash transfer program has been a vital source of support for millions, but fiscal space is too limited for cash transfers to serve as a solution to poverty (Breisinger, et al. 2023). The hope is that graduating current cash transfer beneficiaries will free up public resources to reach other impoverished households.

G2P Payment Arrangements in Egypt and COVID-19

worldbank.org (23.06.2021) The report discusses the "Takaful and Karama" cash transfer program (TKP) in Egypt. Launched in 2015, it is a flagship social assistance initiative of the government. Takaful is a family income support program. It is a conditional cash transfers programme targeting poverty reduction and improved human development outcomes in health and education. Karama is an unconditional income support and social inclusion sub programme. The intended beneficiaries are the poor elderly (above age 65) and persons with severe disability.

Egypt: Protect, Provide, and Progress: Egypt's International Response in the COVID-19 Fight

egyptianstreets.com (06.04.2020) Ministry of Social Solidarity added 60,000 households to Takaful and Karama Programs. An additional 100,000 will be added as the budget will increase to 19.3 Billion EGP compared to 18.5 billion EGP.  The government also increased payments to women community leaders in rural areas from EGP 350 to EGP 900 per month to ensure gender equity. A one-off monetary compensation (500 EGP) offered to informal workers registered at the database of the Ministry of Manpower through post offices.

Egypt plans single cash transfer system for combating poverty

The Egyptian authorities plan to launch a new social protection system as of August to help the poor make ends meet as part of a new law for cash subsidies. The bill, which is expected to be passed by parliament later this month, will amalgamate all of the country’s cash-subsidy schemes into the Takaful and Karama program.
