El presente documento es un examen del panorama de la migración internacional en la subregión del Caribe, y es uno de los insumos que la CEPAL entrega como contribución al Pacto Mundial para una migración segura, ordenada y regular (PMM). Firms that own, manage and deploy these work platforms have reframed employer–worker relations by defining their core business as the provision of the technology that enables certain services to be provided rather than the provision of those services, and offering their workers independent contractor arrangements rather than employee contracts. This has significant consequences in terms of wages, jobs security and other working conditions.

The world economy has strengthened as lingering fragilities related to the global financial crisis subside. In 2017, global economic growth reached 3 per cent—the highest growth rate since 2011—and growth is expected to remain steady for the coming year. The improved global economic situation provides an opportunity for countries to focus policy towards longer-term issues such as low carbon economic growth, reducing inequalities, economic diversification and eliminating deep-rooted barriers that hinder development.
The World Bank’s ASPIRE online tool is the most up-to-date compilation of global social protection and labor (SPL) estimates, including data from 120 countries—mostly in the developing world. ASPIRE provides open and accessible household-level data on populations’ social and economic status; assessments of SPL programs, including weaknesses such as low coverage and poor targeting; SPL program impacts on poverty and inequality; and ways to improve household data collection for SPL programs.
