radiofrance.fr -Esther Duflo (26.02.2024) Depuis 2018, le Kenya expérimente le revenu de base garanti. Une expérience qui, non seulement n'a pas créé d'oisiveté, mais en plus a permis aux bénéficiaires de s'émanciper. Ils ont investi, sont devenus plus entreprenants et ont gagné davantage.

Addressing Inequality in Budgeting : Lessons from Recent Country Experience

OECD (19.02.2024) In many countries, public expenditure, including transfers, plays a major role in reducing income inequality. The report reviews the various ways that budgeting can be used to this end. A first includes taking a broad approach to results-based budgeting, taking social and distributional goals into consideration. A second relies on integrating distributional impact analysis directly into the budget process.

Development Pathways (February 2024) Challenging the misconception that universal social security is only viable in high-income countries, this paper compiles examples of ongoing universal coverage schemes in low- and middle-income nations, focusing on old age, disability, and child benefits. With sufficient political backing, these countries have gradually introduced one or multiple universal schemes, constructing comprehensive, affordable, and sustainable lifecycle social security systems over time.

Brazil’s return: Food security and social protection

Institute of Development Studies (30.08.2023) To the international community, Brazil’s record on food security and social protection until relatively recently was exemplary, even enviable. The level of child stunting in Brazil fell from 25% in the mid-1980s to 15% in the mid-1990s and just 5% by the mid-2010s. This is a remarkable success story. Throughout the same 30-year period, the rate of child stunting in South Africa, a country that shares many characteristics with Brazil, remained constant at about 25%.

 OECD iLibrary (May 2023) OECD countries continue to face persistent gender inequalities in social and economic life. Young women often reach higher levels of education than young men, but remain under-represented in fields with the most lucrative careers. Women spend more time on unpaid work, face a strong motherhood penalty, encounter barriers to entrepreneurship and fare worse in labour markets overall. They are also under-represented in politics and leadership positions in public employment.

The impact of using an income supplement to meet child poverty targets : evidence from Scotland

strathprints.strath.ac.uk (2022) In 2017 the Scottish Government passed the Child Poverty (Scotland) Act with the commitment to significantly reduce the relative child poverty rate from the current prevailing level of around 25% to 10% by 2030/31. In response, the government introduced the Scottish Child Payment (SCP) that provides a direct transfer to households at a fixed rate per eligible child – currently £25 per week. In this paper we explore, using a micro to macro modelling approach, the effectiveness of using the SCP to achieve the Scottish child poverty targets.

However, evidence on the extent to which this is actually happening remains limited. This report contributes to filling this evidence gap by drawing on the findings of two complementary research projects undertaken by UNICEF Office of Research – Innocenti and UN Women in 2019.
