National Employment Agency (10.04.2020) According to the provisions of Provision no. 16 of April 10, 2020 of the Commission for Exceptional Situations of the Republic of Moldova, unemployed persons, including those returning from abroad, may apply for monthly unemployment benefit in the amount of 2775 lei (point 11).

Information release on measures to support the population during the state of emergency

According to the provisions of Provision no. 16 of April 10, 2020 of the Commission for Exceptional Situations of the Republic of Moldova, persons, including those returning from abroad, registered as unemployed in the territorial subdivisions for employment, benefit monthly from the date of application, unemployment benefit in the amount of 2775 lei (point 11). The purpose of these provisions is to support the population without a job during the state of emergency.

To receive unemployment benefits:

  1. Persons who have lost their job as a result of the state of emergency must register as unemployed in the territorial subdivision for employment in which they have their domicile or residence and apply for unemployment benefits. These people are NOT obliged to insure themselves individually in the compulsory health insurance system.
  2. The persons who lost their job prior to the declaration of the state of emergency and do not confirm the 12-month contribution period in the last 24 months provided in art. 43, para. (4), lit. b) of Law no. 105/2018 on the promotion of employment and unemployment insurance, is to register as unemployed at the territorial subdivision for employment in the area where they have their domicile or residence and apply for unemployment benefits. These persons ARE OBLIGED to insure themselves individually in the compulsory health insurance system by paying the MHI premium in a fixed amount until the registration with unemployment status.
  3. Persons returning from abroad during the state of emergency , until registering as unemployed at the territorial subdivision for employment and applying for unemployment benefits, ARE OBLIGED to insure themselves individually in the system of compulsory assistance medical by paying a fixed amount premium CHI.
  4. The persons, registered with the status of unemployed until the declaration of the state of emergency, as well as the persons receiving (including the applicants) unemployment benefits in accordance with the provisions of Law no. 105/2018 on the promotion of employment and unemployment insurance are considered persons insured by the Government in the system of compulsory health insurance.

According to the Parliament Decision on declaring a state of emergency no. 55 of March 17, 2020, a state of emergency on the entire territory of the Republic of Moldova is declared between March 17 and May 15, 2020.
 
To register as an unemployed person and apply for unemployment benefits , the persons are to send to the territorial subdivision for employment (STOFM) in whose area they have their domicile or residence, the application for unemployment status and unemployment benefits, the declaration on their own responsibility accompanied by the copy of the identity card or the permit of residence, as the case may be, with the valid term, a copy of the documents confirming the studies and / or the qualification held, a copy of the order (disposition) for release from the last job. 
 
Copies of applications, declarations and documents must be sent remotely by post or in electronic format (by e-mail). 
STOFM addresses, e-mails and contact telephone list (attached). 
 
The applications and the declaration submitted by the applicant will be examined and in case of compliance with the legislation in force, the right to unemployment benefit will be established, about which person will be informed.
 
Applications and the mandatory declaration must be signed by the applicant.

The application for unemployment status and unemployment benefits and the declaration on one's own responsibility submitted must also be accompanied by: 

  • copy of identity card or residence permit, if applicable;
  • copy of the documents confirming the studies and / or qualification held; 
  • copy of the order (disposition) of release from the last job;
  • copy of the certificate of degree of disability and copy of the individual rehabilitation and social inclusion program (if necessary).

 
Unemployment benefit is paid monthly by the National Social Insurance House based on information submitted by the territorial subdivisions for employment.
 
After the lifting of the state of emergency, the unemployment benefit for all the unemployed will be granted under the conditions of Law no. 105/2018 on the promotion of employment and unemployment insurance.
