The Government has just issued Resolution No. 37 / NQ-CP on a number of specific regimes in the prevention and control of Covid-19, taking effect from March 29, 2020.
Specifically, for meals for people subject to medical isolation, Vietnamese and foreigners subject to medical isolation are applied at medical examination and treatment facilities or at other establishments and locations (not applicable to the form of isolation at home, accommodation, hotels, resorts and enterprises).
The food support rate is VND 80,000 / day during medical isolation. For localities that are providing food support for people subject to other medical isolation measures VND 80,000 / day before March 29, 2020, the payment shall be made according to the amounts paid. Based on local budget capacity, the President of People's Committee of provinces and cities directly under the Central Government is allowed to decide on the higher level of support.
Based on the actual situation and the local budget's capacity, it is possible to continue implementing the support level issued or adjusted at VND 80,000 / day.
Agencies and units assigned to carry out medical isolation are responsible for providing meals for people on medical isolation in a timely and convenient manner. In case a person on medical isolation requests a meal on demand (if any), he / she must pay for the additional expenses. Requests for the provision of separate meals for persons in isolation must be in accordance with the conditions of the facility providing medical isolation.
Persons subject to the above-mentioned medical isolation measures are provided free of charge: drinking water, towels, masks, water for hand-washing liquids, oral antiseptic solutions, toothbrushes, shower soaps and other essential supplies, other expenses for daily needs of medical isolation days with a total cost of VND 40,000 / day.
The Resolution also provides for payment of other medical examination and treatment expenses for cases of concentrated medical isolation and other diseases subject to medical examination and treatment. Specifically:
- For those who have health insurance cards, the Health Insurance Fund shall pay the medical examination and treatment expenses within the scope of medical insurance coverage like cases of medical examination and treatment on the right route. The state budget covers co-payments of patients and other expenses that are not covered by health insurance.
- For those who do not have health insurance cards: Vietnamese people are paid by the state budget; foreigners themselves pay for medical examination and treatment.
Anti-epidemic allowance
In addition, the Resolution also stipulates a regime of anti-epidemic allowances for health workers and workers involved in epidemic prevention and control:
- Anti-epidemic allowance level of 300,000 VND / day, including weekends and holidays for: People who are responsible for epidemic surveillance, investigation and verification; people who directly examine, diagnose and treat people infected with epidemics at medical examination and treatment establishments.
- Anti-epidemic allowance level of 200,000 VND / day, including weekends and holidays for: Transporters of patients and patients; preserve corpses of patients; people washing cloth, clothes doctor, patients; collecting bottles, bottles and chemical containers; protecting isolated treatment areas; cleaning, disinfecting and killing pathogens in isolation areas at medical examination and treatment establishments; Health workers carry out epidemiological surveillance, medical surveillance at home medical isolation facilities and medical isolation facilities as directed by state management agencies.
- Anti-epidemic allowance level of VND 150,000 / day, including weekends and holidays, for: Persons performing tasks (other than medical professions) at concentrated isolation establishments (not applicable to forms of isolation at home, places of stay, hotels, resorts, businesses); a person participating in coercive medical isolation in case of application of isolation measures but not observing medical isolation measures; translator, 115 ambulance team, detachment crew.
Regime for participants who are in a position to fight 24-hour hours
Regarding the regimes for people participating in a 24-hour anti-epidemic standing, the permanent allowance for 24-hour anti-epidemic is VND 130,000 / day, including weekends and holidays; laborers participating in a 24-hour anti-epidemic standing service are provided with a meal allowance of VND 80,000 / duty.
Medical, military and police officials performing tasks at a concentrated medical isolation facility (not applicable to isolation at home, residence, hotel, resort, enterprise); participants in the task of channeling and carrying out procedures for people on entry; people who protect isolation areas in residential areas under the designation of state management agencies; Medical staff who are available 24 hours a day at a medical isolation clinic to take care of and treat people with, or suspected of contracting, Covid-19 sufferers are provided with a food allowance of VND 80,000 / day.
Regarding the training regime for collaborators and volunteers who participated in anti-epidemic during the time of Covid-19 epidemic, VND 130,000 / day for collaborators, volunteers who directly or coordinated to participate in activities. anti-epidemic action; VND 80,000 / day for collaborators and volunteers who directly propagate, mobilize people, distribute leaflets or participate in drills.
The special regime provided for in this Resolution is implemented during the time of anti-epidemic Covid-19. Other regimes not stipulated in the Resolution dated shall comply with current provisions of law.
People participating in the fight against Covid-19 have enjoyed the allowance regime under the Prime Minister's Decision No. 73/2011 / QD-TTg of December 28, 2011, defining a number of special regimes for civil servants, public employees and employees in public medical establishments and the anti-epidemic allowances, they may retrospectively receive the increase (if any) corresponding to the allowance levels prescribed in this Resolution from the date of enjoy anti-epidemic allowances under the provisions of Decision No. 73/2011 / QD-TTg.
