This measure consists of anticipating the implementation of the VAT Transfer to the Poor Program that is expected to distribute 3% of the funds collected as VAT to the most vulnerable families. This program was scheduled to start on January 2021, with a pilot of 100.000 families; however, now it will start in April 2020 and will include around 1M people
