"El primer criterio (para entregar este beneficio) es que, si usted es asalariado, no va a tener acceso a la canasta familiar. Lo que queremos es llegar a los más perjudicados. [...] También se beneficiarán las personas de la tercera edad, que solo tienen la renta dignidad y necesitan un apoyo adicional en la actual coyuntura. [...] Se repartirá a 1.600.000 hogares bolivianos, eso equivale más o menos a unos 6 millones de bolsas, con productos alimenticios. [...] Los municipios serán encargados de la logística para entregar tanto en el área rural como en el área urbana, porque se supone que ellos tienen un mapeo de todo."
