Development of an IT master plan

This Ministry faces different administrative, operational, technological and reporting challenges with respect to its current delivery approach for social security services. With time, the present procedures and relevant IT system have shown limits in terms of response to modern demands for quicker and better service provision. Government decided to review the present system with a view to enhance service delivery through a modern IT infrastructure. Its objective is to transition to e-services so that the citizens have anytime and anywhere access to the services.

Biometric smart payment card

The customer centric smart payment card is used to pay USD866.4m for distribution of 16 million grants to 10 million beneficiaries. The biometric enrolment of 21.7 million recipients comprising beneficiaries, children, and procurators (agents) ensured capture of extensive personal data and biometric information such as photograph, fingerprint image and voice print.

Institutionalization of a performance management system - The "Navigator"

Improving performance management has been identified as core to achieving the strategic objectives of an entity. In 2008, the Fund implemented a performance management system (PMS) to plan, monitor and evaluate performance. Though well crafted, this plan failed and Fund performance continued to be at sub-optimal levels.

In order to improve our services and maintain our strong financial position we had to implement a robust PMS. We developed a PMS that was customized from the balanced score card framework and named it the 1cNavigator 1d.

Mobile phone based service delivery

In 2011, the Fund introduced the Short Message Service (SMS) platform to allow members access services on mobile phones. 40,000 members could send an SMS to the Fund and automatically query their balance without the need to come to the office.

The challenge with this system is the high cost of the SMS and error rates in drafting the text. Members are charged for the SMS regardless of the response from the Fund.

Biometric identification

Biometric identification is a method of identifying socially insured persons using their fingerprints and a photograph. The insured person is given a card after the identification process has taken place. The card holds all the information about the career of the insured person.

SASSA Biometric Smart Payment Card

The customer centric smart payment card is used to make payment of US$ 866.4bn for distribution of 16million grants to 10 million beneficiaries. The biometric enrolment of 21.7 million recipients comprising of beneficiaries, children and procurators ensured capture of extensive personal data and biometric information such as photograph, fingerprint image and voice print.

Modernizing the information system to improve service quality and combat fraud

In July 2013, the National Social Security Fund (Caisse nationale de sécurité sociale (CNSS)) launched a programme to improve its information system by integrating the use of biometric cards and e-declarations in its operation. With the biometric card, insured individuals will be able to verify the payment of their contributions, obtain all career and status information, simulate the conditions of their upcoming retirement and collect benefit payments at a kiosk.
