Doing more and better with less

The National Employment Office (l’Office national de l’emploi (ONEM)) reduced its staff by 10 per cent between 2010 and 2014 and by an additional 5 per cent in 2015. The operating budget (material, premises and equipment) was reduced by 20% in 2015.

The volume of work nevertheless remained high since 2008 as a result of the continuing economic crisis and also because of additional tasks.

However, results and quality levels have improved as evidenced by dashboards, satisfaction surveys and certifications by external bodies on the basis of rigorous assessments (EFQM, EMAS, Investors in people, E-gov Award, etc.)

In order to do more and better with less, ONEM has progressively implemented the following measures:

  • a system to measure productivity;
     
  • a system to calculate cost price;
     
  • a staff assignment model;
     
  • a management accountability system;
     
  • the wide-spread application of lean management techniques;
     
  • the extension of e-government applications;
     
  • increased digitalization of file processing;
     
  • optimization of training and knowledge management;
     
  • introduction and extension of teleworking;
     
  • a process-based management system;
     
  • restructuring of external services.
