To fundamentally solve the two problems of “running errands for reimbursement” and “full prepayment by the patients”, in 2016 the Chinese government made the commitment that within two years, the direct settlements of hospitalization expenses will be fully portable across provinces. A nationwide network for basic health insurance and direct settlement network across provinces will be set up to achieve direct settlement of hospitalization expenses across provinces. As of the end of 2017, this task has been achieved that the Chinese government has completed the nationwide settlement network for hospitalization expenses across provinces, covering all the provinces, all the pooling areas, all the insured people and the major medical institutions. More than 403,000 people with 10.09 billion Yuan for hospitalization expenses have been settled. A total prepayment of 6.16 billion Yuan is paid by the social insurance fund which has reduced the per capita patient prepayment by an average of 15,000 Yuan each time. Fundamentally, the waste time and efforts of the insured to get the reimbursement with a lot of medical bills across provinces has been saved. Therefore, the frequent problem of false bills for hospitalization expenses across provinces has also been solved. The efficiency and capacity of the medical insurance operation service has been greatly improved through the coordination of national and provincial platform as well as the big data formed by the information communication technology and nationwide network.
