In December 2016, Zhejiang Provincial Government made the decision to push forward the reform of “Running Errand, at Most Once”, actively forging a province with “least examination and approval matters, highest efficiency, optimal government environment and strongest sense of gains for the masses and enterprises”. Aiming at reducing the running errands of the insured, based on the “Internet+ E-government Service” and big data, Zhejiang province launched the reform from the aspects and matters closest to the production and livelihood of the enterprises and masses. Government departments are required to simplify the administrative procedures, delegate powers to lower levels, improve the service quality and deepen the administrative reform as well as function transform. As a result, the insured have acquired more sense of gains; the efficiency of government has been greatly improved; the development environment has been further promoted; and the vitality of economic and social development is continuously to be enhanced. As one of the services provided by the government closet to the livelihood of people, social security administration has become a vanguard in this reform. This passage takes Ningbo, the most significant representative of Zhejiang province, as an example to introduce the reform of social security operation service in Zhejiang province.
