Health technology assessment of medical equipment: An efficient decision-making tool

The Social Health Insurance Institute (Seguro Social de Salud – EsSalud) consists of 10,978,635 members (one third of the Peruvian population), 30 highly and medium specialized assistance networks, various specialized institutions and others. With an annual budget of 411,401,032.93 US Dollars (USD), it carries out 28,079,260 hospital interventions annually.

The year 2016 marked a milestone as it saw the beginning of health technology assessment, which allowed for an efficient, safe, rational and quality use of evidence-based medical devices. This innovative practice allowed the assessment of 100 per cent of new technologies (13) – only 23 per cent could be effective and safely used – generating savings of USD 606,060.60. As part of this process, a total of 896 datasheets were updated, i.e. 128 per cent of the target. Professional and expert evaluators were involved after declaring they had no conflict of interest.

Evidence indicates that its application allows for decision-making based on scientific evidence, the appropriate use of resources and improved investment. The result is an improved quality service and more satisfied patients and health professionals.
