De façon aussi claire que précise, le texte, en dix chapitres entrelardés d'encadrés instructifs, présente les racines, les instruments, les régimes, le financement (aux deux tiers il s'agit de cotisations sociales, elles-mêmes aux deux tiers étant des cotisations patronales) et le gouvernement d'un ensemble, au coeur de la vie et de l'économie, pesant plus de 700 milliards d'euros.
