On February 1, 2013, the basic healthcare insurance (BVZ) was introduced for all residents of Curaçao (population: 150.000).
In the Basic Healthcare Act the Social Insurance Bank (SVB) is appointed as the executioner of - and thus implements - the basic healthcare insurance.
The basic health insurance is an important part of government policy aimed at strengthening the social infrastructure and cost management. With the introduction of the basic health insurance and the implementation thereof by the SVB, the attention of the Council of Ministers for the performance of the SVB greatly increased, with particular interest of the Financial Supervisory Board for the schemes implemented by the SVB. An independent auditor, the government accountant's bureau (SOAB) was approached to conduct an analysis of the SVB performance based on ISSA Good Governance guidelines. Compliance with the formal requirements is an important precondition for the SVB as the executor of the main social insurances in Curacao.
Terms such as accountability, transparency, and predictability were examined in the analysis. According to the analysis, the SVB complies with the ISSA guidelines for good governance.
