Mechanism
- The management should ensure that the job counsellor or case manager:
- Informs jobseekers clearly about institutions that can address their needs;
- Works with the jobseeker to establish or adapt their professional project, taking into account their aspirations and profile;
- Informs the jobseeker of the services available, including online services, such as assistance in writing a CV, job-search assistance, personal guidance, internships and training;
- Informs the jobseeker of all available employment opportunities that match their profile, including geographical and professional mobility opportunities;
- Establishes an action plan or a contract with the jobseeker that states mutual commitments;
- Develops individualized approaches, if necessary, in collaboration with local partners;
- Offers a range of specialized services that address the specific needs of certain jobseekers, in particular the most difficult to place, and, if necessary, establishes contracts with specialized institutions.
- The management ensures that agreed action plans are followed regularly and reviewed and renewed as necessary, and that progress on the agreed course of action is recorded.

- The employment services unit should set up administrative structures for individual and made-to-measure support based on a jobseeker’s profile, needs and aspirations. The employment services unit should use trained staff to inform jobseekers of the services available and guide them towards those that are best adapted to their rapid and permanent reintegration into the workforce.
- The management should provide sufficient and accessible counselling and placement services.
