- The management should formulate an effective business model that covers the key administration procedures and information flows in administering the programmes for difficult-to-cover groups, whether they are carried out internally or externally.
- The management should assess whether the institution has sufficient capacity to implement and monitor the various service-level agreements (SLAs) it may have with outside providers.
- Increased exchanges of information may require updated governance and control mechanisms to protect the privacy and the integrity of the information.
