Mechanism

The management should formulate an effective business model that covers the key administration procedures and information flows in administering the programmes for difficult-to-cover groups, whether they are carried out internally or externally.
The management should assess whether the institution has sufficient capacity to implement and monitor the various service-level agreements (SLAs) it may have with outside providers.
Increased exchanges of information may require updated governance and control mechanisms to protect the privacy and the integrity of the information.

Where necessary, the management should integrate into its organizational structure specialized units focused on the key administrative procedures necessary to meet the challenges of extension (such as registration, compliance and collection of contributions, and payment of benefits).
