External peer review

The Office of the Chief Actuary commissions an external peer-review process for each triennial actuarial report of the Canada Pension Plan (CPP). The Board (federal and provincial finance ministers) endorses the peer-review process. 
 
The three peer-reviewers must be actuaries enrolled with the Canadian Institute of Actuaries. The United Kingdom Government Actuary 19s Department, recognized for its expertise in the field of social security selects the member of the peer-review panel through an open process and provides an independent opinion of the review.
 
The mandate of the peer-reviewers is to provide opinions on:
  • professional experience of Chief Actuary and staff;
  • compliance with professional standards and statutory requirements;
  • accessibility to information required to perform valuation;
  • reasonableness of actuarial methods and assumptions;
  • communication of results through the Actuarial Report;
  • appropriateness of assumptions used in interim reports (if any) to reflect changes from estimates in the previous triennial actuarial report.
