Implementation of Pupils in Public Primary Schools Social Health Insurance Programme

The Public Primary Pupils Social Health Insurance Programme (PPPSHIP), a recently introduced programme of the National Health Insurance Scheme (NHIS), is aimed at eliminating financial barriers for over 24 million children in public primary schools in our quest to attaining the 40 per cent coverage by 2015.
 
The NHIS, States, Health Maintenance Organizations (HMOs) and Health Care Facilities (HCFs) are key stakeholders. The Programme is to be funded and managed by the NHIS and participating States in collaboration with appointed private HMOs. The monthly contribution for the PPPSHIP benefit package which consists of management of prevailing morbidity and mortality in the age group 6-12 years is USD12 per annum per child.
 
Indicators to assess the success of the Programme will include the number of pupils covered by the Programme; utilization of service rates and user satisfaction level.
 
The NHIS sustained funding and the willingness of the States to contribute all exist as potential risk to the sustainability of the Programme which has the possibility to leapfrog Nigeria 19s coverage figures to higher levels.
