The competent institutions are responsible for developing and supporting labour supply to facilitate reintegration into the labour market and to achieve the sustainable employability of the workforce in the long term.

  • The management should ensure that it has the required resources and instruments, such as:
    • Training capacity to meet the needs of jobseekers and employers, such as group training in specialized centres, one-to-one training, work placement or a return to the education system;
    • A specialized capacity geared towards the vulnerable, such as screening of competencies and skills, intensive support, pre-training with a focus on attitudes that are necessary for reintegration, work placements, mentored work and subsidized jobs;
    • Access to a network of service providers and placement agencies in both the public and private sectors, to ensure the coordination of offers and the provision of services for jobseekers.
