- The management should design and implement systematic data exchange with external organizations that have a formal mandate on contribution collection and compliance, and establish duties and responsibilities to manage these tasks.
- In defining the scope and implementation mechanisms of the data exchange with external organizations, the management should take into account regulations on data privacy.
- Common data quality policies should be established between institutions exchanging information.
- There should be defined, signed and monitored service level agreements between the organizations involved.
