  • Management should explore partnerships to promote social security as part of the educational system. Educational programmes should be aligned with the goals and mission of the institution and aim at improving societal outcomes.
  • The communication unit should support the development of educational material for various external stakeholders, including information on the mandate of the institution, technical information for policy-makers, practical need-to-know information for beneficiaries and broad information aimed at encouraging behavioural changes that have positive long-term outcomes for the individual, such as reduced dependency and an improved standard of living.
  • Partnerships and collaborative arrangements should be made to disseminate the educational material and should be reviewed periodically.
  • Access to free media can be an important tool in fostering a social security culture.

  • Management should foster the emergence of a culture of citizens’ rights and empowerment balanced with obligations and responsibilities, with an emphasis on a preventive approach, and should encourage clients toward behaviour that will be beneficial to them in the long run.
  • The head of the communication unit should, together with specialized units in the institution, develop a strategy for educational programmes on social security for external stakeholders.
  • The head of the communication unit should request specialized units in the institution to contribute to the strategy by providing relevant content.
