  • Collaboration with external organizations on compliance and contribution collection would include:
    • Data exchange for obtaining relevant and cross-checked information about contributors;
    • Receiving contribution payments made by contributors through commercial, financial (banks) and telecommunication partners.
  • The management may refer to Guideline 4, Leveraging partners in administering the scheme, for partnerships on collection of contributions and enforcing compliance.
  • The management should only consider entering into contribution collection arrangements with other organizations when these organizations have a demonstrated record of solid management and are subject to appropriate and robust audit mechanisms and controls.
  • Local governments might be enlisted to provide contribution collection and benefit payment services at the local level.

  • The board and management should clarify the legal mandate of the institution to carry out information exchange agreements for the purpose of collection of contributions and compliance activities.
  • The management should consider developing partnerships with local administration and labour inspectorates to collect contributions and enforce compliance.
  • The board and management should take into account regulations on data privacy when defining the scope and implementation mechanisms of the collaboration and data exchange with external organizations.
  • The management should define, sign and monitor service-level agreements (SLAs) concluded with the relevant organizations and enterprises.
  • These measures should be part of systematic collaboration and data exchange for the general contribution collection and compliance as recommended in the ISSA Guidelines on Contribution Collection and Compliance.
