- A compensation programme for workers in affected areas (Beneficiaries: trade-106435, services-87004, transport-7851, industry – 78780, other areas-24559 people. AZN 215 million (USD 126.5 million) will be spent to partially cover the salaries of 300,000 employees working in these areas);
- Provision of a temporary (April-May 2020) allowance (190 manat) for 600 000 unemployed and informally employed low-income people who lost their jobs due to special quarantine regime;
- Simplification of the application procedure for a lump-sum payment of 190 manats on the portal e-sosial.az;
- The unemployment insurance coverage has been expanded to 20,000 people until December 2020. (20 million manat ($11.7 million) will be allocated);
- Extension of the payment of targeted state social assistance to low-income families until the 1st day of the month following the end of the quarantine regime;
- Expansion of the coverage of the targeted state social assistance program (an increase by 9 thousand families or 35 thous. individuals as compared to 1 April, 2020);
- Deferment of imposing fines for a certain period of time for unpaid taxes, compulsory state social insurance and unemployment insurance;
- A self-employment programme to support 12,000 families;
- Providing social services at home to single people over the age of 65 and providing services to people with special needs in social service facilities;
- Extension of the term of disability of persons with disabilities (including children with disabilities) that expired on 1 March 2020, until the 1st day of the month following the end of the quarantine regime;
- 50% of annual tuition fees of the students-members of socially vulnerable families paid from the state budget;
- A programme of financial support for 292,000 individual micro-entrepreneurs and workers in affected areas. AZN 80 million (USD 47 million) to be spent to support 300,000 individual (micro) entrepreneurs;
