Mishustin APPROVED Government Decree Russian Federation dated March 18, 2020 N 294 Temporary Rules issuing disability certificates, assignments and benefits for temporary disability in case of quarantine 1. These Temporary Rules determine the procedure for processing leaflets disability, assignment and payment of temporary benefits disability to persons subject to compulsory social disability insurance and in connection with maternity (hereinafter, respectively - insured persons, allowance for temporary disability), while in quarantine in connection with the spread of new coronavirus infection (2019-nCoV). 2. These Interim Rules apply to the insured persons who arrived in the Russian Federation from the territory of countries where new cases of coronavirus infection reported (2019-nCoV), as well as for insured persons living with them. 3. Appointment and payment of temporary disability benefits carried out on the basis of a disability certificate, formed and posted in the information system of the Social Insurance Fund Of the Russian Federation (hereinafter - the Fund), in the form of an electronic document, signed using enhanced qualified electronic signatures by a healthcare professional and a healthcare organization authorized executive authority of the subject of the Russian Federation in the field of health care (hereinafter referred to as authorized medical organization, electronic certificate of incapacity for work). 4. The subjects of the Russian Federation determine the list of authorized medical organizations that centrally provide remote issuance and processing of electronic disability certificates (no more than 3 organizations in each constituent entity of the Russian Federation), and send a list of authorized medical organizations to the Ministry Healthcare of the Russian Federation within 2 business days after the entry into force of these Interim Rules. 5. The Ministry of Health of the Russian Federation sends list of authorized medical organizations in the Fund for implementation them access to the information system in which the processing is carried out applications for the issuance of an electronic disability certificate per day obtaining a list of authorized medical organizations in accordance with clause 4 of these Interim Rules. 6. For the appointment and payment of temporary disability benefits the insured person sends an application for issuing an electronic sheet disability, as well as other documents (information) specified in paragraph 7 of these Interim Rules through a personal account insured person access to which is ensured through a single identification and authentication systems. An application for the issuance of an electronic disability certificate may be filed by a person registered in the unified identification system and authentication, for another insured person not registered in specified system, with his consent. In the application for the issuance of the electronic certificate of incapacity for work indicated: surname, name, patronymic (if any); Date of Birth; address of place of residence (place of stay); insurance number of an individual personal account in the system compulsory pension insurance; compulsory health insurance policy number; number and date of issue of the passport of a citizen of the Russian Federation, Identity citizen of the Russian Federation outside Russian Federation; information about the consent of the cohabiting person, not registered in a unified system of identification and authentication, on filing an application for the issuance of an electronic certificate of incapacity for work from his name; other information necessary to confirm the fact of joint residence. 7. The application for the issuance of an electronic certificate of incapacity for work The following documents (information) shall be submitted: electronic images of pages of a passport of a citizen of the Russian Federation, Identity citizen of the Russian Federation outside Of the Russian Federation confirming the crossing by the insured person state border of the Russian Federation (first sheet with photograph, pages with marks on crossing the state border of the Russian Federation); electronic travel document (ticket) or electronic image travel document or other documents confirming stay on territory of a foreign state (in the absence of a mark on the intersection the borders of the Russian Federation in the passport of a citizen of the Russian Federation, Identity citizen of the Russian Federation outside Russian Federation); electronic images of documents confirming cohabitation with persons who arrived in the Russian Federation from the territory of countries where new cases of coronavirus infection reported (2019-nCoV), - for living together with insured persons, arrived in the Russian Federation from the territory of countries where new cases of coronavirus infection reported (2019-nCoV). 8. The Fund ensures the transfer of the application and other annexed to it documents (information) referred to in paragraph 7 of these Interim Rules, in authorized medical organizations on the day of receipt of documents from Fund. 9. An authorized medical organization no later than the next working day after receiving information from the Fund decides on issuance (formation) of an electronic disability certificate once for 14 calendar days on the basis of the received application for issuance of the electronic certificate of incapacity for work of the insured person and the documents (information) attached to it referred to in paragraph 7 of these Interim Rules. 10. Appointment and payment of temporary disability benefits in quarantine cases are carried out by the territorial bodies of the Fund in place registration of the insured. 11. Within one business day from the date of receipt of information on formation of an electronic sheet by a medical organization disability fund identifies the insured insured person, including using an insurance number the individual personal account of the insured person in the system individual (personified) accounting, through referral request to the information system of the Pension Fund of the Russian Federation. 12. After identification of the policyholder, the Fund asks the policyholder information necessary for the appointment and payment of temporary benefits disability, in electronic form. 13. The insured person is entitled to independently inform the policyholder at the place of work (service, other activity) the number of him formed disability electronic certificate. 14. The policyholder within 2 business days from the date of receipt of the request from the Fund or the message by the insured person of the number formed by him disability electronic submission submits to the territorial Foundation body documents (information) necessary for appointment and payment temporary disability benefits in accordance with the Regulation on features of the appointment and payment in 2012 - 2020 to the insured persons with compulsory social insurance insurance coverage for case of temporary disability and in connection with motherhood and other payments in the constituent entities of the Russian Federation involved in the implementation pilot project approved by the Government of the Russian Federation Federation of April 21, 2011 N 294 "On the features of financial provision, appointment and payment in 2012 - 2020 by territorial bodies of the Social Insurance Fund of the Russian Federation compulsory social security coverage for insured persons disability insurance and in connection with maternity and compulsory social insurance against accidents cases at work and occupational diseases, implementation other payments and reimbursement of the insured's expenses for preventive measures to reduce occupational injuries and professional diseases of employees, as well as about the features of paying insurance premiums on compulsory social insurance in case of temporary disability in connection with maternity and compulsory social insurance against industrial accidents and occupational diseases. " 15. The Fund shall assign and pay temporary benefits disability in the following periods: for the first 7 calendar days of temporary disability - in within one business day from the date of receipt of documents from the policyholder (information) necessary for the appointment and payment of temporary benefits incapacity for work, but no later than the end of the 7th calendar day temporary disability; for subsequent calendar days of temporary disability - in within one calendar day from the end of the interim disability. 16. In the case of issuing medical records incapacity for work on the basis of a full-time paramedic or doctor examination of temporary disability (based on (2019-nCoV) medical organization transfers information on extradition to the Fund (formation) of the electronic sheet of temporary disability is not later than the next business day after its execution for implementation Action Fund in accordance with these Interim Rules.
