In recent years, several issues such as environmental evolution, uncertainty about future, costs increase, expansion of the organizations and legal constrains have made the organizations to change their paradigm. In this regard, the preliminary idea of outsourcing the social security services was introduced by the Iranian Social Security Organization (ISSO) in 1995 in order to prevent the expansion of executive sectors of the ISSO, decreasing the administrative and staffing costs, facilitating and accelerating the insured and employers affairs to increase the social partners satisfaction. Then, with the formation of ISSO expertise committees and establishment of professional secretariat in 2003, the pertinent instructions on the tasks and responsibilities of the official outsourcing agencies were prepared and approved by the High Council of Social Security & Welfare of the I.R. Iran in 1st May 2005. Different instructions on internal procedures of the Iranian Social Security Organization (ISSO) and the requirements for establishment of the agencies around the country were addressed. After the successful implementation of the pilot scheme, the 1st official outsourcing agency was launched in 30th September 2005 in Siahkal, Guilan Province.
