A longitudinal survey on social protection (Encuesta Longitudinal de Protección Social – ELPS) in Uruguay

The Social Protection Longitudinal Survey (Encuesta Longitudinal de Protección Social – ELPS) was part of the “support program for better management of the social protection system”, which aims to strengthen the capacity to formulate and implement policies on social security, education, housing, employment, health, disability, and care among other things. Therefore, the conditions and capacities required to continue with future ELPS phases were generated, with the Social Insurance Bank (Banco de Previsión Social – BPS) as the managing institution.

The specific objective of the ELPS is to provide quality statistical information on the variables of the areas mentioned, with a view to underpin the assessment of current policies and to enable new policies according to the needs identified, and to carry out analytical studies on coverage, efficiency and sustainability. This will facilitate support for readjustment proposals.

These are the distinctive elements of the Uruguay ELPS:

  1. It has a group format: the same respondents for a number of years.
  2. This allows the individual’s information to be linked with the administrative registers.
  3. It can be compared with other surveys that are part of the Social Security Observatory’s regional project, to which Uruguay is party.
