Mechanism
- The management should:
- Identify the characteristics of vulnerable populations and design specific support approaches adapted to their circumstances;
- Provide specialized counselling services adapted to the needs of the vulnerable clientele;
- Establish partnerships with local agencies and non-profit organizations who provide front-line services to vulnerable populations, to align and leverage efforts towards their integration into the labour market;
- Establish innovative partnerships with employers to support the integration of vulnerable populations into the workforce, such as job-sharing, internship and skills development.

- The long-term unemployed;
- Migrants, foreign workers and refugees;
- Disabled workers;
- Workers with special needs;
- Low-skilled workers.
