  • The management should:
    • Identify the characteristics of vulnerable populations and design specific support approaches adapted to their circumstances;
    • Provide specialized counselling services adapted to the needs of the vulnerable clientele;
    • Establish partnerships with local agencies and non-profit organizations who provide front-line services to vulnerable populations, to align and leverage efforts towards their integration into the labour market;
    • Establish innovative partnerships with employers to support the integration of vulnerable populations into the workforce, such as job-sharing, internship and skills development.

    • The long-term unemployed;
    • Migrants, foreign workers and refugees;
    • Disabled workers;
    • Workers with special needs;
    • Low-skilled workers.
