Flexible short-term working arrangements and programming are facilitated through partial unemployment schemes in order to avoid or minimize lay-offs owing to temporary fluctuations in demand.

  • The management should provide clear information to workers and employers on the possibilities and advantages of partial unemployment schemes when and where they exist.
  • The management should encourage employers to make use of those periods of partial unemployment to train workers.
  • The management should ensure the temporary nature of these schemes so that there are no barriers to the reallocation of workforces from declining sectors to developing sectors or areas with labour shortages.
  • Abuses of the system should be avoided through the implementation of strict conditions and well-targeted control of at-risk situations.

  • The institution should strive to make the legal framework for employment and social security sufficiently flexible to allow for the total or partial suspension of work contracts, to avoid lay-offs in exceptional circumstances while providing for a partial unemployment scheme.
  • The institution should recommend or consider putting in place systems that can bridge unexpected and sudden crises.
