Labour market supply and demand data is published and monitored to anticipate needs and send the appropriate signals to participants early.

  • The management should evaluate the socio-economic situation regularly, by:
    • Analysing sociological, demographic, regulatory and technological developments affecting the way of life and consumption patterns of individuals that could impact on labour demand in certain professions or new competencies over the longer term;
    • Carrying out studies on sectors or professions that have been identified as promising with regard to job creation;
    • Identifying occupations experiencing labour shortages and examining the causes for this;
    • Analysing target groups and the particular difficulties they face in entering the job market;
    • Implementing local labour market “radars” focusing on certain areas, to anticipate labour demand.
  • The management should communicate the outcome of their studies to the competent authorities, education and training institutions and students, and others, so that all are aware of the current situation and the prospects evident in the labour market.

  • An employment “observatory” should monitor demand for and supply of employment and qualifications in order to identify market needs and advise the competent authorities accordingly.
  • The institution should use the results of these analyses to create the necessary connections between identified needs and education and training offerings, in collaboration with employment agencies, especially in sectors generating employment or experiencing labour shortages.
