The institution establishes organizational structures that promote the good governance of the overall system and foster effectiveness and efficiency in achieving contribution collection and compliance goals, in line with national social security regulations and administrative principles.

Social security institutions are concerned not only with collecting contributions but also with keeping information about contribution periods and other matters related to social security benefits.

  • The internal organizational structure should cover key tasks through specialized units, according to the institution’s mandate. If included in the mandate of the institution, inspections and contributor audit functions should be carried out by a specific unit.
  • The board should define the relationships within inter-institutional coordination bodies, which could include:
    • Accurate definition of functions and responsibilities in order to avoid non-covered, ambiguous and overlapping situations;
    • Involved institutions directly administering functions within their area of responsibility, taking into account different schemes and institutional mandates. In particular, social security institutions should be able to manage the most direct, specific aspects possible (e.g. matching paid amounts and owed amounts, and follow-up and control of compliance);
    • Shared operational platforms to execute common processes (e.g. registering contributors, collecting data from employers, audit and fraud control).
  • The organizational structure should foster efficiency, particularly by using existing operational capabilities (e.g. automated communication channels with employers, reliable databases on relevant information, e-services to interact with contributors, high-performance data processing, efficient project and service management, help-desk services, e-government infrastructure).

  • The board and/or management should put in place a cost-effective and streamlined organizational structure to carry out the contribution collection and compliance mission and provide members with efficient and quality service.
  • The institution should establish an internal organizational structure specialized in managing the assigned responsibilities for contribution collection and compliance. This structure and the procedures to be implemented will depend on the characteristics of the social security scheme (in particular on whether affiliation is mandatory or voluntary) and the derived responsibilities of contributors.
  • The national organizational structure should include the main institutions covered, enabling them to manage the aspects under their jurisdiction and building upon their operational capabilities.
  • The management should clearly define the internal units responsible for interacting with external entities involved in the contribution collection and compliance system as well as the protocols for coordination between the different institutions.
  • The management should foster efficiency between institutions, particularly by using existing operational capabilities within national data protection regulations.
