  • The head of the communication unit should ensure the unit’s adherence to a value-for-money policy. This means assessing whether key performance indicators for planed communication activities can be identified and implementing a follow-up evaluation whenever possible. Key performance indicators should be smart (specific, measurable, attainable, realistic and timely).
  • The head of the communication unit should ascertain that resources are available to support all activities of the unit. This should include appropriate allocations for all internal and external communication activities including production of communication materials, campaigns, research, translations, manpower and ICT support.
  • All communication activities should be evaluated for their effectiveness at achieving the desired impact.
  • The head of the communication unit should monitor actual versus planned expenditures and results and adjust accordingly. This includes:
    • Fine-tuning of activities;
    • Monitoring outcomes and deliverables;
    • Updates and feedback on the communication plan, targets and results;
    • Guidance to staff for daily situations that require quick decisions.

  • The head of the communication unit should be accountable to the Head of Management for the implementation of the agreed communication activities, both for the resources used and the results achieved.
