The communication framework, strategies and plans emanate from the mandate, mission and vision of the institution. Communication reinforces the institution’s abiding commitment to its mission, vision and values.

  • The communication unit should possess a full understanding of the institution’s history, its mandate, mission and vision, in order to be able to communicate these effectively to the internal and external stakeholders of the institution.
  • The communication unit should work in close collaboration with all internal units to facilitate communications about the mandate of the institution.
  • The communication unit should support provision of all data that could increase the influence of the institution by providing accurate input for policy-makers (lobbying).

  • Coordination and control among the internal units, including official lines of reporting and communication to the management and/or the board, should be established and well-defined.
  • The communication unit should report to the Head of Management.
  • It should support management by monitoring the dynamics of the institution’s internal and external stakeholders and ensuring the coherence of all communications within the mandate of the institution.
  • Where other internal units have communication functions, the communication unit should serve as the focal point and coordinator.
