The ISSA Guidelines for Social Security Administration were prepared by the ISSA General Secretariat with the ISSA technical commissions.

The ISSA Guidelines on Administrative Solutions for Coverage Extension were produced by the ISSA in collaboration with a steering committee chaired by François Perl, Vice-Chair of the Technical Commission on Pensions, representing the ISSA technical commissions on: Contributions’ Collection and Compliance; Family Policies; Information and Communication Technology; Medical Care and Sickness Insurance; Mutual Benefit Societies; Organization, Management and Innovation; and Pensions.

These guidelines were prepared by a team at the ISSA General Secretariat led by Yukun Zhu, with the involvement of Dominique La Salle and Raul Ruggia-Frick. Initial drafting input on the collection of contributions was provided by Ian McDonald (External consultant). Review and comments were provided by Magid Fathallah, Guillaume Filhon, Dmitri Karasyov, Maribel Ortiz and Jens Schremmer of the ISSA General Secretariat, and by Wouter van Ginneken (External consultant). Officials from the International Labour Office led by Valérie Schmitt, including Christina Behrendt, Loveleen De, Fabio Duran Valverde, Victoria Giroud-Castiella, Aidi Hu, Emmanuelle Saint-Pierre Guilbault, Maya Stern-Plaza, Thibault Van Langenhove and Clara Van Panhuys, provided comments.
