The institution develops adequate information and communication technology (ICT) capacity, including infrastructure, software and a team of professional staff.

  • The management should identify the ICT capabilities that would enable the institution to implement adequate social security services to difficult-to-cover groups and establish adoption plans for the new technologies. Among the most relevant technologies in this regard are mobile technologies, security and privacy, electronic personal identification, interoperability and data management.
  • The management should ensure that the institution maintains information security preparedness, and continually adjusts security processes and procedures to reflect changes in technology, the sensibility of its data and systems, and awareness of actual and potential internal and external threats.
  • The institution should leverage the improvement of telecommunication infrastructure and banking systems, while maintaining a comprehensive network of front-line offices to allow beneficiaries to make contributions and receive benefits anywhere, at any time and by any appropriate means.
  • The management should enable the front-line offices to handle most administrative procedures, such as information requests, registration, collection of contributions, payment of benefits and complaints, in an integrated and cost-effective manner. This should be established through appropriate delegation of authority and supported by a robust ICT system to ensure repeatable business processes.
  • For those institutions that have lower ICT capabilities but have to push ahead with rapid coverage extension, great importance should be attached to defining medium- and long-term capacity-building plans and establishing partnerships with line agencies with such capabilities.
  • The management may refer to the ISSA Guidelines on Information and Communication Technology and the ISSA Good Practices database in the process of developing an appropriate ICT capacity.

  • The management should attach great importance to adequate ICT capacity, which is fundamental in capturing and integrating real-time data and ensuring data reliability and accuracy while significantly reducing the administrative cost. The ICT investment plan should keep pace with technological changes, be based on sound feasibility studies and be fully costed.
