The institution ensures it has the required authority to pursue the innovative administrative solutions it has identified.

Mechanism

The institution should examine innovative good practices and carefully identify gaps in its mandate that would prevent the implementation of innovative administrative practices.
Innovations may include adaptations to financing mechanisms, payment schedules, benefit packages, voluntary membership initiatives, collaboration with community-based or other types of schemes, or implementation of ICT-based streamlined business processes to reduce administrative cost and improve efficiencies.
The institution may seek authority to pilot new approaches on a small scale in order to test them and perform a risk, challenges, opportunities and threat analysis prior to implementation.

The management should keep abreast of the latest national and international developments and good practice examples in extending social security coverage and formalizing workers.
The management should be aware of the strategic importance of the range of administrative solutions to facilitate the extension of coverage, including:

A simplified enrolment process, based, where possible, on the national identification system, and the ability to waive the requirement for an application (auto-enrolment and ability to perform collective enrolment);
A simplified collection of contributions;
The simplified payment of benefits;
The authority to share information with other agencies for administrative purposes;
The authority to enter into arrangement with a third party for the delivery of various aspects of the programme: collaboration with tax and other relevant authorities in registration, collection of contributions and delivery of benefits, and fraud detection.
