Collection of health insurance contributions in the private sector in Gabon

As part of the introduction of health insurance for private and parastatal sector employees in June 2014, the National Health Insurance and Social Guarantee Fund (Caisse nationale d'assurance maladie et de garantie sociale – CNAMGS) initially entrusted the task of collecting contributions to the National Social Security Fund (Caisse nationale de sécurité sociale – CNSS). The reason for this decision was twofold: first, to pool resources and create synergies between the two bodies, since the CNSS has experience of managing private-sector social protection; and secondly, to foster a healthier business environment in Gabon by granting employers access to a single contact point on social security. However, this partnership, though successful in some other countries, did not last due to a number of difficulties. As a result, since the third quarter of 2015 the CNAMGS has resumed managing the collection of contributions.
