Mechanism
- The management should develop a supportive policy environment as the basis for obtaining a mandate for workplace health promotion. This requires commitment from various stakeholders who have an impact on policy-making, such as members of parliament, trade unions and employer organizations.
- The management should obtain this commitment by building the rationale and making the case for workplace health promotion that relies on data on return on investment and evidence of good practice, and by showing how workplace health promotion activities can contribute to achieving national health policy and health objectives.
- The management should ensure that the mandate includes:
- Scope: the type and nature of services and activities that can be offered/developed;
- Target groups (individuals, communities);
- Health topics (e.g. nutrition);
- Service conditions and access;
- Financing rules.
- The management should produce a framework document which sets out the mandate for workplace health promotion, including its legal basis, financing parameters, scope of activities, implementation guidelines and reporting systems.
- The management should ensure that the financial rules take into account employers’ existing legal obligations for occupational safety and health and focus on activities which extend beyond legal compliance.
- The board/management should advocate for the mandate to be incorporated into a legislative framework which specifies the conditions for carrying it out, such as quality standards, supervisory structures and reporting and inspection requirements.
- The board/management should advocate for the legislative framework to also establish platforms for coordination and partnerships within the social security system and with other stakeholders.

- The board should ensure that workplace health promotion activities are based on a legal and financial mandate that supports the institution’s role in workplace health promotion. If a mandate is not yet in place, the board should seek to establish one by helping to create a supportive policy environment.
