Competent institutions promote the disclosure of work in order to reduce informality, avoid unfair competition and ensure that workers are covered by social security.

  • The institution should:
    • Seek to understand why undeclared work is more prevalent in certain sectors and regions;
    • Encourage agreements between stakeholders to develop formal professional links among them;
    • Conduct campaigns to raise the awareness of workers, employers and the general public;
    • Enter into information-sharing agreements to cross-check various authorized data banks, within the strict confines of the privacy protection framework;
    • Undertake on-the-ground controls to guarantee the application of legislation and discourage the use of undeclared workers.

  • The institution should initiate measures to prevent undeclared work and share information that can promote and increase formal employment.
  • The board should support the establishment of mechanisms that would encourage the formalization of self-employment, family businesses and micro-enterprises, including in rural areas.
  • The institution should develop firm deterrents to fraud and abuse of rules, notably those concerning child labour and undeclared work.
  • The institution should ensure that the legal framework and its application discourage employers, workers and the public from engaging in undeclared work. This includes the authority to exchange information with other institutions for the purpose of fraud detection.
