Mechanism
- The board should advocate in favour of a system that would:
- Support recruitment in sectors with employment potential;
- Stimulate recruitment of at-risk groups;
- Promote and facilitate entrepreneurship, self-employment and business creation;
- Support recruitment by supplementing part-time or low-wage employment;
- Reduce or eliminate barriers to labour participation, such as the poverty trap;
- Ensure that pensions and employment policies do not create barriers to continued labour participation by older workers, in particular, women, who are often subject to an earlier retirement age than men, and give due consideration to phased retirement;
- When necessary, promote employment creation through classic capacity-building public works/infrastructure programmes;
- Support research and innovation as a means to encourage the emergence and development of new employment opportunities.
