A worker’s need for support is identified as soon as possible after an individual or mass lay-off is announced and before the worker becomes unemployed.

              Mechanism 
- The management should ensure that early measures are in place to create pathways towards employment and training for workers whose lay-off has been announced but who are not yet entitled to benefits because they are still under contract. The support can be provided in cooperation with the employer, the social partners and external specialists (outplacement agencies), working in partnership.
- The management should create, if necessary, a temporary one-stop-shop to manage the needs of all workers laid-off as part of a restructuration or a collective redundancy and provide support to their families.
- The board should advocate in favour of legislative or administrative directives that reduce or eliminate barriers to geographical mobility.

- The institution should put in place processes and interventions that start as soon as the employment status changes become known, to avoid unemployment, e.g. by job-to-job replacement, instead of waiting until unemployment occurs.
