Mechanism
- The institution should consider establishing or recommending an unemployment insurance or assistance scheme for first-time jobseekers, where an active search for employment or training is mandatory.
- The institution should consider establishing or recommending time-limited incentives to employers who engage first-time jobseekers.
- The institution should consider establishing or recommending the concept of a “youth guarantee”, whereby young people leaving formal education or becoming unemployed are provided an offer for either a job, apprenticeship or traineeship, or continued education that is adapted to individual need.

- The institution should ensure that the legal framework and its application allow the possibility of rapid integration into the labour market for young jobseekers, through employment, work placement or training. This could also take the form of assistance in the self-employment process.
- The institution should ensure that workplaces and employment environments provide meaningful first-job work experience, to avoid the effect of “internship generation”, i.e. repeated temporary contracts.
