              Mechanism
- The management should identify and establish contact with socially disengaged young people as early as possible. This requires innovative approaches (such as reaching out to them in the community), as young people often tend not to access official or conventional services. This could be achieved through cooperation with other competent organizations.
- The institution should develop and use innovative approaches to reach out to young people. These could include communicating via social media, offering services for young people in local communities and schools, or setting up special or mobile counters that integrate services for young people in a single location.
- The institution should systematically establish collaborative partnerships with study and career counsellors within educational establishments to identify individuals in danger of early drop-out prior to acquiring qualifications or certifications, to facilitate early intervention and reduce the risk of long-term unemployment.
- The institution should network and engage with relevant educational and employment institutions and stakeholders.
