Contribution collection and compliance systems are usually complex and developed over several years. Moving from one development stage to another depends on a number of factors (administrative, economic and social) and also on several external actors.

- The plan should include the following elements:
- A maturity model, defining subsequent stages to be reached by the contribution collection and compliance system. This model could be based on the phases: (1) full implementation of operational processes; (2) development of fraud control; (3) implementation of systematic information practices, communication with contributors and measures for fostering a culture of social security; (4) implementation of the permanent improvement mechanisms; (5) optimization of processes by using the performance model;
- A monitoring mechanism based on the defined performance model together with the strategic plan;
- A medium-term plan guiding the achievement of the stages in the maturity model.
- The maturity model could be compatible with other ISSA maturity models.
- The management should communicate the plan to the institution’s authorities and throughout the institution.

- The board should issue a policy statement on permanent improvement and maturity management of the contribution collection and compliance system.
- The board, with the assistance of the management, should develop an institutional plan to manage maturity, permanent evaluation and improvement of the contribution collection and compliance system, and establish duties and responsibilities for this.
- The plan should include a maturity model, defining subsequent stages to be reached by the contribution collection and compliance system, a monitoring mechanism and a timeline for reaching these stages.
