The institution provides a means to register contributors that enables it to identify all (e.g. individual persons, legal entities) who are required to contribute to the system and to know their compliance situation.

  • The registration process should include all the contributors, including employers, employees and independent workers, according to national regulations, and:
    • Use a unique identifier for each contributor, specifying whether this identifier is used only for the social security system, on a broader basis or as a national identifier;
    • Register all information that could be needed to determine the contribution amounts corresponding to potential benefits to each member and their family;
    • Keep up to date the information about each contributor’s payments and compliance status over their lifetime.
    • As an alternative implementation approach, the registry of contributors could have connections to registries of persons and beneficiaries, ideally including their family ties.
  • The effectiveness and efficiency of contributors’ data management could be promoted by enabling contributors to maintain their own data online through MySpace-like environments, taking into account the potential for eventual interconnection with other institutions.
  • ICT-based tools may be provided to employers to enable them to register their employees. Special units and communication facilities should be established to make contributions and reporting as easy as possible for employers and members.
  • A data quality assurance plan for the registry of contributors. Data quality is an essential property of contributors’ data as it impacts on the correctness and reliability of all the business processes.

  • The responsible entity should design and implement the process for registration of contributors, and establish duties and responsibilities to manage it. Without the proper means to register contributors and keep the information up to date, the programme’s viability is in jeopardy.
  • The process may use a unique identifier for each contributor, register all information that could be needed to determine the contribution amounts relating to potential benefits, and keep information about each contributor’s compliance status.
  • A unique information system on contributors’ data (a registry of contributors) should be implemented. This could be a joint registry with other institutions.
  • A data quality plan for the registry of contributors should be established.
