  • The head of the communication unit should engage its staff to develop annual work plans to support the strategic communication plan. The annual work plan should define the goals and targets to be achieved by the unit for each year, the strategies to be used, the roles and responsibilities of each member of the unit, and a monitoring and feedback system to monitor its performance.
  • The communication unit should develop an official network of contacts with the other internal units to ensure that it stays informed of all key initiatives in the institution.
  • The responsibilities of the communication unit should include:
    • Developing targeted messages for internal and external stakeholders;
    • Providing, and training staff on, a set of internal standards, guidelines and methods to ensure that all communication is aligned and consistent with the institution’s image; this includes all aspects of brand management, for example the development and implementation of corporate design and corporate language manuals;
    • Monitoring compliance with the institution’s standards and guidelines in communication; this point concerns in particular compliance with the duty to report on any media contacts and compliance with the institution’s regulations on who is authorized to give interviews and statements on behalf of the institution;
    • Implementing all communication campaigns for internal and external stakeholders;
    • Monitoring and implementing quality control on all aspects of communication;
    • Implementing communication services such as helping spokespersons to prepare for interviews;
    • Maintaining media and public relations including the production of press releases, contacts with journalists, and press conferences for the institution’s spokespersons;
    • Crisis communication;
    • Internal communication that supports a corporate culture for performance excellence in the delivery of the institution’s mandate;
    • Using communication channels and tools that are adapted to the needs of internal and external stakeholders;
    • Developing the public’s social security culture;
    • Observing all applicable rules on the legal use of communication channels, tools and techniques including adherence to copyright rules, respect for intellectual property rights, etc.;
    • Providing relevant information in support of the policy agenda of the institution.
  • The communication unit should inform management and all internal units of developments in the external environment of the institution.

  • Through the communication unit, management should ensure the effectiveness and efficiency of the communication framework to engage internal and external stakeholders on the mandate of the institution.
  • The communication unit should ensure that every aspect of the strategic communication plan is supported by a work plan.
