This openness must be sustained by concrete actions if it is to be credible both inside and outside the institution. A consultation framework defines the basic essentials that support effective interaction with the institution’s intended audience. The consultation framework includes the communication objectives to be achieved, target stakeholders, the channels to be used, the human and ICT support to be provided, timelines, and mechanisms for stakeholder feedback and exchange.

- The communication unit should establish a standard package of materials and services to support the activities of the institution and its internal units in this area, such as:
- Background information on stakeholder groups, including relevant issues related to the institution;
- Training staff on methods to generate active participation and interaction;
- Cultural information, language, communication channels, platforms and tools;
- Mechanism through which internal units provide feedback on the standard package of materials and services of the communication unit.
- The communication unit in collaboration with the ICT unit should leverage the use of social media and web-based platforms to monitor exchange and provide two-way feedback.
- The communication unit should regularly conduct public opinion research activity to assess objectively the evolution of how its services are perceived by stakeholders.
