The institution establishes data quality assurance mechanisms to guarantee the integrity of the relevant administrative processes.

  • The unique identifier may be the national social security number, the number of an integrated individual tax and social security account, or the number of an individual identity card, whichever is available and considered appropriate by the institution and relevant stakeholders.
  • In designing the registration data collection system, it is necessary to take into account a number of factors, such as accuracy, timeliness, comparability, consistency, applicability, availability and cost effectiveness.
  • The management should implement a quality assurance mechanism covering the entire process of collection and updating of the registration data, including the assessment of data requirements, single design of the data collection system and software, and cross-checking against existing data repositories, and professionally train the staff to collect the data and to perform the data quality control.
  • A data quality evaluation system should be established to accurately assess the data quality through the comparison of historical data, lateral comparison of data, data deviation analysis and analysis of relevance, etc.
  • Subject to meeting all legal and regulatory requirements and stringent internal controls, partnerships could be developed with authorities that are collecting registration information, to cross-check information by comparing different databases. This mechanism can be used by the different social security and social protection schemes to strengthen integrity.

  • The institution should formulate and implement a data quality plan that is supported by robust ICT-based tools.
  • The management should ensure that a unique identifier is available for each of the new members to be registered, and that all necessary information concerning the members is maintained and updated in the database for the purpose of recording lifetime contributions and benefits.
